A caravan that has been reported previously is still in place on Ellis Street, people are living in the caravan and are creating a mess with lots of waste being left lying around. The occupants of the caravan are approaching people in the vicinity to ask for hot drinks to be made for them and for their mobile phones to be charged up. It is believed that the occupants of the caravan are consuming illegal drugs and have been stealing the new food waste bins that have been delivered recently.-Ellis Street, Burnley, UK
