Bin bags are being left on the back street behind 4 Collinge Street which have food in them. The property is an HMO and it is unlikely a single wheelie bin will accommodate all the waste from the house. Rats, cats, dogs and pigeons have been into the bin bags that have been left out and left a mess. This is dirty, unhygienic and a health hazard as well as looking like a complete eyesore.
